NREGA - a Medium to Increase the Purchasing Power of Government Officials Instead of Rural Poor

 

                   The journey of NREGA starting from 5th September, 2005 has a mixing story of success and indifferent performances. In 2008-09, employment was provided to nearly 4.5 crore households under this Act. The policymakers hope to achieve the full potential of this employment program. They think that the purchasing power of rural people will increase and will result in declining of number of people below poverty line. The allocation to NREGA has increased by Rs 39,000 crore this year. Truly, the capital is available to supply gainful livelihood security for at least 100 days to the rural poor, thanks to government of India. The demand of job in rural market is plenty. The supply of capital through NREGA is also more than enough. But the market equilibrium could not achieve due to leakages. Some study reveals that no rural poor family could avail 100 days employment during a year. There has been siphoned off and misappropriation of funds by the government officials. The social audit has no role even though it is in the Act. The PRIs have been completely sidelined in the implementation of the NREGA.

                   From the first Five year plan, the poor of India have been witnessing various poverty alleviation program and employment generation program. Still the poverty and unemployment are the major disease of India. Every body, starting from laymen to policymakers knows that the failure of various socio-economic programs is only for the malicious government official. The fate of the rural poor and there purchasing power is remained in the hands of government official. Now the questions may arise, can the assessment of the implementation of NREGA by National Level Monitors (NLMs) check the irregularities? Can the development of innovative system by the state government ensure transparency and accountability in NREGA’s implementation?

 

              NREGA is an opportunity to put purchasing power in the hands of most needy parts of our population. The involvement of NGOs, social clubs, educated rural youth may help to increase the purchasing power of rural poor. Like in Andhra Pradesh, the social audit team comprise of educated village youth with the help of village committees can check the irregularities in the implementation of the NREGA program and can bring equilibrium in the rural labor market. The institutionalization of social audit may check the leakages of the program.
